William D. Steinmeier, Professional Corporation (PC), is a law and consulting firm based in Jefferson City, Missouri, although its practice extends both nationally and internationally. The firm was founded in January 1992 by Bill Steinmeier, former Chairman of the Missouri Public Service Commission and a past president of the National Association of Regulatory Utility Commissioners (NARUC). In 1993, Mary Ann (Garr) Young, former General Counsel to the Missouri PSC, joined the firm, and serves "Of Counsel."

William D. Steinmeier, P.C., focuses on utility regulatory and competitive issues. The firm’s practice includes legal representation before the Missouri Public Service Commission; consulting concerning regulatory issues in Missouri and other states; expert testimony before state regulatory commissions, state legislatures, federal courts and the Congress; and lobbying Congress and state legislatures. The firm’s consulting practice has, in recent years, had a particular emphasis on electric industry restructuring. Bill Steinmeier consults, writes, gives speeches, moderates public discussions, lobbies and testifies as an expert witness on a wide variety of restructuring issues including industry, regulatory and political trends; federal-state jurisdictional tensions; market and regulatory structures; and system reliability. The firm also provides advice and counsel to clients on the regulatory environment and requirements in various state jurisdictions for evaluation of merger and acquisition, and other business, opportunities.

William D. Steinmeier, P.C. can also assemble teams of experts including other professional fields in order to manage, or participate in, larger, multi-disciplinary consulting projects usually performed by larger consulting firms. The firm is able to network with independent economists, accountants, engineers, public affairs firms and other experts to offer a wide variety of services. In that regard, Bill was recently named a member of the new "National Team for Governmental and Regulatory Strategies" of Salmon Ventures Ltd.

In addition, the firm does research and writing for specific clients on specialized subjects. For example, in 1999, Bill Steinmeier performed a study, in conjunction with Professor George Gross of the University of Illinois, of the electric system reliability (generation, transmission and distribution) of a major, Midwest electric utility as part of the settlement of a complaint by a state Attorney General. The firm has also performed customized evaluations of the Missouri regulatory environment, and the regulatory environment in other Midwest states, for clients who were evaluating possible merger offers or other business possibilities involving regulated utilities.

The international work of the firm includes development of regulatory strategies for a major electric utility in Spain; serving on the faculty of seminars on electric industry restructuring and privatization in Vienna, Austria and Ghana, West Africa; and consulting with the Ministries of Energy on electric industry privatization in the Republics of Kazakhstan and Kyrgyzstan in the former Soviet Union.

In Missouri, the firm represents competitive telecommunications providers, other investor-owned utilities, industrial and commercial customers and governmental entities in matters before the Missouri Public Service Commission concerning telecommunications, natural gas, electricity and water services. That representation includes telecommunications certification and merger and acquisition authority, advising on utility regulatory policy, and providing ongoing review of regulatory decisions and policy and procedural issues for clients. Telecommunications clients include numerous competitive long-distance and competitive local exchange carriers. The firm has also represented county governmental agencies in resolving disputes with regulated utilities, industrial customers seeking new utility service, commercial customers in utility rate cases and natural gas pipelines intervening in merger application cases. In addition, the firm offers analysis of the regulatory climate and regulatory practices and precedents to firms considering merger or acquisition opportunities in Missouri and other states.
